Elias Barre Shill Appointed Deputy Ambassador to Somalia

President William Ruto has appointed veteran leader and politician Mr. Elias Barre Shill as Deputy Ambassador to the Federal Republic of Somalia.

The notification was signed by Chief of Staff and Head of the Public Service Felix Koskei, highlighting the government’s continued drive to maintain a strong and competent Foreign Service.

His deployment is a move aimed at strengthening Kenya’s diplomatic engagement in the Horn of Africa.The appointment was announced through a press release issued by the Executive Office of the President under Presidential Action No. IV of 2026, which outlined several changes within the Foreign Service.

Mr. Shill brings to the role more than 48 years of experience in leadership, public service, and political activism, particularly in Kenya’s North Eastern region.

He is currently a Board Member of the Northern Water Works Development Agency and serves as the Chair of the Finance and Resource Mobilisation Committee.

His professional journey began in the education sector after graduating from Kagumo Teachers Training College with a certificate in Teaching.

He later advanced his academic qualifications by earning a Bachelor’s Degree in Education from the University of London.

Mr. Shill transitioned from teaching into active politics, where he built a reputation as a seasoned legislator and advocate for regional development.

Mr. Shill previously served as the Member of Parliament for Fafi Constituency in the National Assembly.
